In 1994 the Election Center at the Urban County Government building began scanning voter registration documents into a small AS400 computer system. At the time it was very similar to the process used in the Deed Room. Over the years weve upgraded the Election AS400 hardware and operating system several times but the scanning process never changed much. Each voter registration gets processed into the official state system. Then the registration document gets scanned into our AS400 image system and the paper document is permanently stored In 2015 we added Kofax Capture scanning software for the Election Center. It had already proven useful to other JCCO departments so we thought some of those advanced capabilities would help us too. After some consulting configuration and testing we settled on a barcode process. We made sure that every registration transaction processed after the 2015 Primary Election included the barcode printouts. Our clerks found that Kofax Capture scans about 4.5 times the speed of our old method. Even better we let Kofax index our documents right from the barcodes so a person does not have to re-type the index fields by hand Our final process for checking the Kofax work and releasing it into the AS400 is more than 8.5 times the speed of our old method. Sometimes people have trouble accepting changes in technology but our clerks have told us this is just as great as we thought. That really gives us all the highest job satisfaction at the Election Warehouse. The scanned images allow our clerks infinitely faster retrieval than the paper archives. There are over 2.5 million document images now and that number will just keep growing. We always had to index and verify the voter information including name and date of birth. This was all designed to be typed by hand having previously just typed the same information into the state database. At times keeping up with that scan work became a problem which created a backlog for the image system. We recently found a better way. Yes thats quite exciting. But whats even more energizing is the many new advancements currently being integrated into the Election Center. With President Kennedys we choose to go to the moon speech in hand our team pulled together to reevaluate our processes and procedures. With a little help from our friends in the Information Technology Department we discovered that technological advances allow for the Election Center to streamline work and improve productivity. Move over P.O.D.D After many months of preparation I am excited to share that the Election Center is now utilizing a program known as Kofax Capture to expedite the scan index and validation of all voter registration cards. This technology was inspired and adapted from its similar use in our Legal Records Department. Based on our assessment this technology will allow our office to intelligently scan documents read barcodes and deliver high-quality results into our imaging database at eye-spinning rates all while improving accuracy The introduction of Kofax Capture into the elections process has revolutionized and improved the way we view voter registration at the Election Center. These recent advances will continue to allow Jefferson County to lead the Commonwealth in election technology and procedures. This project has generated a sense of excitement and pride within our office. The Urban Government Center may be coming down soon but the energy level at the Election Center has never been higher. 7
